Remarks by Johan Visschedijk: "In January 1931, the Belgian Government signed an initial contract for twelve aircraft (serialed O-1 to O-12, c/n F.1639 to F.1650), which were to be powered with the supercharged Kestrel IIS engine. The first of these made its initial flight on December 14, 1931. On January 10, 1932, the first three (F.1639-1641) of these Hayes-built Fox IIs were flown by Captain Guillaume and Adjutants Caryn and Verboomen to the Etablissements d'Aéronautique at Evere, Belgium, where these and others in the first batch went to No. 9 Squadron of No. 5 Reconnaissance Group of the 1st Aviation Regiment.
