Jack McKillop: "In 1938, the USAAC issued a request for a new primary trainer with tandem-seating and an open cockpit. The fly-off would be held at Wright Field, Dayton, Ohio, in 1939. Bellanca was one of 18 manufacturers who vied for the contract and built one T14-14 for the contest; it was powered by an 130 hp Franklin 6AC-298F3 engine and registered NX28994. After the fly-off, the USAAC declared the Fairchild PT-19 Cornell the winner and 4,889 PT-19s, were built."
