02/28/2023. Remarks by Walter van Tilborg: "The Nazgul was an original light homebuilt two-seat sport flying boat designed and built by Scott Kemper of Sacramento, California. The aircraft was originally to be powered by a 72 hp McCullogh 4318 two-stroke engine, but not flown in this form. After it was re-engined with a 65 hp Lycoming O-145-B it was first flown in 1970. Only very limited testing took place, before development was halted."
