09/15/2006. Remarks by Bernhard Klein: "Created by Moller International, the M400 Skycar aircraft is a four-person prototype personal Vertical Take off and Landing Vehicle (VTOL). It was called a 'Volanter' by its inventor Paul Moller. Ground and flight tests with this vehicle started in September 2001. It was suitable for test and evaluation only and was not certified for use by the Federal Aviation Authority nor as a licensed road vehicle."
