Howard Rundberg: "The Bicentennial F-4J was a hybrid F-4B that served as the prototype for the development of the F-4J. It had some F-4J structure -- maybe the wing, but still had an F-4B radome. It is distinctive only because of the paint scheme and being a non-standard configuration. It was never an operational airplane and probably spent its life in the Test and Evaluation (T&E) community. It was assigned to VX-4, Point Mugu at the time of the photo."
